為深入貫徹落實(shí)黨中央、國(guó)務(wù)院決策部署，幫扶外貿(mào)企業(yè)應(yīng)對(duì)困難挑戰(zhàn)，實(shí)現(xiàn)進(jìn)出口保穩(wěn)提質(zhì)任務(wù)目標(biāo)，助力穩(wěn)經(jīng)濟(jì)穩(wěn)產(chǎn)業(yè)鏈供應(yīng)鏈，經(jīng)國(guó)務(wù)院同意，現(xiàn)提出以下意見(jiàn)：

In order to thoroughly implement the decisions and deployment of the CPC Central Committee and the State Council, help foreign trade enterprises to cope with difficult challenges, realize the goal of import and export stability and improve quality, and help stabilize the economy, industry chain and supply chain, with the consent of the State Council, we hereby propose the following suggestions:

一、加強(qiáng)外貿(mào)企業(yè)生產(chǎn)經(jīng)營(yíng)保障。各地方建立重點(diǎn)外貿(mào)企業(yè)服務(wù)保障制度，主動(dòng)服務(wù)，及時(shí)掌握和解決外貿(mào)企業(yè)的困難問(wèn)題。涉疫地區(qū)（中高風(fēng)險(xiǎn)地區(qū)所在縣級(jí)行政區(qū)域）所在省份，在做好疫情防控的同時(shí)，確定重點(diǎn)外貿(mào)企業(yè)名錄和相關(guān)物流企業(yè)、人員名錄，對(duì)生產(chǎn)、物流、用工予以保障，盡快幫助受疫情影響的外貿(mào)企業(yè)復(fù)工達(dá)產(chǎn)，保障外貿(mào)供應(yīng)鏈穩(wěn)定。（各地方人民政府，商務(wù)部、工業(yè)和信息化部、人力資源社會(huì)保障部、交通運(yùn)輸部、國(guó)家衛(wèi)生健康委按職責(zé)分工負(fù)責(zé)）

1. Strengthen the guarantee for production and operation of foreign trade enterprises. All local governments shall establish a service guarantee system for key foreign trade enterprises to actively offer services, and timely grasp and solve difficulties of foreign trade enterprises. For the government of epidemic-stricken areas (county-level administrative regions where medium and high risk areas are located) shall, while doing well in the prevention and control of the epidemic, determine the list of key foreign trade enterprises and relevant logistics enterprises and personnel, guarantee their production, logistics and employment, help foreign trade enterprises affected by the epidemic to resume production as soon as possible and ensure the stability of the foreign trade supply chain. 二、促進(jìn)外貿(mào)貨物運(yùn)輸保通保暢。各地方嚴(yán)格落實(shí)全國(guó)保障物流暢通促進(jìn)產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定電視電話(huà)會(huì)議精神及《國(guó)務(wù)院應(yīng)對(duì)新型冠狀病毒感染肺炎疫情聯(lián)防聯(lián)控機(jī)制關(guān)于切實(shí)做好貨運(yùn)物流保通保暢工作的通知》（國(guó)辦發(fā)明電〔2022〕3號(hào)）要求，將外貿(mào)貨物納入重要物資范圍，全力保障貨運(yùn)物流運(yùn)輸暢通，有運(yùn)輸需求的外貿(mào)企業(yè)，可按有關(guān)規(guī)定申領(lǐng)重點(diǎn)物資運(yùn)輸車(chē)輛通行證。有力有序疏通?？崭鄣燃柽\(yùn)，提高作業(yè)和通關(guān)效率。各地要積極優(yōu)化作業(yè)流程，進(jìn)一步壓縮國(guó)際班輪等泊時(shí)間，不得層層加碼，出臺(tái)影響國(guó)際集裝箱班輪靠港作業(yè)效率的措施。加強(qiáng)航空口岸機(jī)場(chǎng)海關(guān)及作業(yè)人員保障，用好航空貨運(yùn)運(yùn)力，保障重要零部件、裝備和產(chǎn)品運(yùn)輸。加強(qiáng)與國(guó)際貨運(yùn)班列沿線國(guó)家溝通協(xié)調(diào)，同步提高鐵路口岸通關(guān)及作業(yè)效率。進(jìn)一步提升深港陸路運(yùn)輸效率和通行能力。（各地方人民政府，交通運(yùn)輸部、國(guó)家發(fā)展改革委、公安部、商務(wù)部、國(guó)家衛(wèi)生健康委、海關(guān)總署、國(guó)家鐵路局、中國(guó)民航局、中國(guó)國(guó)家鐵路集團(tuán)有限公司按職責(zé)分工負(fù)責(zé)）

2. Promote the smooth transportation of foreign trade goods. All local governments shall strictly implement the spirit of national video teleconference to ensure the smooth logistics, promote the stability of the industry chain and supply chain and the requirements of the Notice of the State Council on Joint Prevention and Control Mechanism against the COVID-19 and Take Effective Measures to Ensure the Smooth Logistics (GBFMD [2022] No. 3), include the foreign trade goods in the scope of important materials and make every effort to ensure the smooth transportation and logistics. For foreign trade enterprises with transport demand may apply for transport vehicle permits for key materials according to relevant regulations. Besides, local governments shall make every effort of facilitate sea and air transportation to improve the operation and customs clearance efficiency. All local governments shall actively optimize the operation process, reduce the international liner waiting time, and must neither take “l(fā)ayer by layer control” approach, nor introduce measures affecting the operation efficiency of international container liners. In addition, local governments shall strengthen the protection of customs and operational staff at ports and airports, make good use of air capacity and guarantee transportation of important parts, equipment and products. Furthermore, local governments shall strengthen communication and coordination with countries along the international freight liner routes, simultaneously improve the efficiency of customs clearance and operations at railway stations; further improve the efficiency and capacity of land transportation in Shenzhen and Hong Kong. 三、增強(qiáng)海運(yùn)物流服務(wù)穩(wěn)外貿(mào)功能。各地方、商協(xié)會(huì)組織中小微外貿(mào)企業(yè)加大與國(guó)際班輪公司對(duì)接力度，進(jìn)一步推動(dòng)擴(kuò)大班輪公司直客對(duì)接的業(yè)務(wù)規(guī)模。加緊研究推進(jìn)在上海期貨交易所、大連商品交易所上市海運(yùn)運(yùn)價(jià)、運(yùn)力期貨。依法依規(guī)加強(qiáng)對(duì)國(guó)際海運(yùn)領(lǐng)域的市場(chǎng)監(jiān)管，對(duì)國(guó)際海運(yùn)市場(chǎng)相關(guān)主體涉嫌不正當(dāng)競(jìng)爭(zhēng)、價(jià)格違法、壟斷等行為開(kāi)展調(diào)查處理。各地方協(xié)調(diào)幫助物流、貨代等企業(yè)及時(shí)赴港口提離冷藏貨物、危險(xiǎn)貨物等集裝箱，提升主要港口的貨物中轉(zhuǎn)效率。（各地方人民政府，交通運(yùn)輸部、國(guó)家發(fā)展改革委、商務(wù)部、國(guó)務(wù)院國(guó)資委、市場(chǎng)監(jiān)管總局、證監(jiān)會(huì)按職責(zé)分工負(fù)責(zé)）

3. Strengthen the function of sea transportation logistics service to stabilize foreign trade. All local governments and business associations shall organize micro, small and medium-sized foreign trade enterprises to strengthen their engagement with international liner companies to further promote the expansion of the business scale of direct passenger docking of liner companies. Besides, local governments shall accelerate the research and promotion of Shanghai Futures Exchange, Dalian Commodity Exchange listed sea freight rate, capacity futures. Also strengthen the market supervision and control in international maritime transport market according to laws and regulations, and investigate and deal with the suspected unfair competitions, price violation and monopoly of relevant entities in the market. All local governments coordinate to help logistics, freight forwarders and other enterprises to go to the ports in time to lift away containers such as refrigerated goods and dangerous goods, so as to improve the transit efficiency of goods at major ports. 四、推動(dòng)跨境電商加快發(fā)展提質(zhì)增效。針對(duì)跨境電商出口海外倉(cāng)監(jiān)管模式，加大政策宣傳力度，對(duì)實(shí)現(xiàn)銷(xiāo)售的貨物，指導(dǎo)企業(yè)用足用好現(xiàn)行出口退稅政策，及時(shí)申報(bào)辦理退稅。盡快出臺(tái)便利跨境電商出口退換貨的政策，適時(shí)開(kāi)展試點(diǎn)。針對(duì)跨境電商行業(yè)特點(diǎn)，加強(qiáng)政策指導(dǎo)，支持符合條件的跨境電商相關(guān)企業(yè)申報(bào)高新技術(shù)企業(yè)。（商務(wù)部、科技部、財(cái)政部、海關(guān)總署、稅務(wù)總局按職責(zé)分工負(fù)責(zé)）

4. 五、加大出口信用保險(xiǎn)支持。擴(kuò)大出口信用保險(xiǎn)短期險(xiǎn)規(guī)模。鼓勵(lì)中國(guó)出口信用保險(xiǎn)公司在依法合規(guī)、風(fēng)險(xiǎn)可控前提下，支持外貿(mào)企業(yè)進(jìn)一步開(kāi)拓多元化市場(chǎng)。出口信用保險(xiǎn)機(jī)構(gòu)持續(xù)做好外貿(mào)企業(yè)承保理賠工作。（財(cái)政部、商務(wù)部、銀保監(jiān)會(huì)、國(guó)家發(fā)展改革委、中國(guó)出口信用保險(xiǎn)公司按職責(zé)分工負(fù)責(zé)）

5. Increase export credit insurance support. Expand the scale of short-term insurance for export credit insurance. China Export & Credit Insurance Corporation is encouraged to support foreign trade enterprises to further explore diversified markets on the premise of compliance and risk control. Export credit insurance institutions continue to do well in the work of underwriting claims settlement of foreign trade enterprises. 六、加大進(jìn)出口信貸支持。支持銀行機(jī)構(gòu)對(duì)于發(fā)展前景良好但暫時(shí)受困的外貿(mào)企業(yè)，不盲目惜貸、抽貸、斷貸、壓貸，根據(jù)風(fēng)險(xiǎn)管控要求和企業(yè)經(jīng)營(yíng)實(shí)際，滿(mǎn)足企業(yè)合理資金需求。（銀保監(jiān)會(huì)、人民銀行、商務(wù)部、國(guó)家發(fā)展改革委、進(jìn)出口銀行按職責(zé)分工負(fù)責(zé)）

6. Increase credit support for import and export. For foreign trade enterprises with good development prospects but in temporary distress, banking institutions shall not be reluctance to lend, withdraw loans, cut off loans, press loans, they shall meet the reasonable capital needs of enterprises according to the requirements of risk control and the actual operation of enterprises. (China Banking and Insurance Regulatory Commission, The People’s Bank of China, Ministry of Commerce, National Development and Reform Commission and The Export-Import Bank of China shall take respective responsibilities.)

七、進(jìn)一步加強(qiáng)對(duì)中小微外貿(mào)企業(yè)金融支持。各地方加強(qiáng)“政銀企”對(duì)接，梳理一批急需資金的中小微外貿(mào)企業(yè)名單，開(kāi)展“清單式”管理，按照市場(chǎng)化原則，予以重點(diǎn)支持。加大出口信用保險(xiǎn)對(duì)中小微外貿(mào)企業(yè)的支持力度，在去年基礎(chǔ)上進(jìn)一步擴(kuò)大對(duì)中小微外貿(mào)企業(yè)的承保覆蓋面。優(yōu)化中小微外貿(mào)企業(yè)承保和理賠條件，縮短理賠時(shí)間。鼓勵(lì)銀行機(jī)構(gòu)按照市場(chǎng)化原則加大對(duì)外貿(mào)企業(yè)特別是中小微外貿(mào)企業(yè)的信貸支持力度。鼓勵(lì)銀行和保險(xiǎn)機(jī)構(gòu)深化出口信用保險(xiǎn)保單融資合作，強(qiáng)化對(duì)中小微外貿(mào)企業(yè)的融資增信支持，增加信保保單融資規(guī)模。（各地方人民政府，財(cái)政部、商務(wù)部、人民銀行、銀保監(jiān)會(huì)、進(jìn)出口銀行、中國(guó)出口信用保險(xiǎn)公司按職責(zé)分工負(fù)責(zé)）

7. Further strengthen financial support for micro, small and medium-sized foreign trade enterprises. All local governments shall strengthen the docking of "government, bank, enterprises", sort out a list of micro, small and medium-sized foreign trade enterprises in urgent need of capital, carry out "list-based" management, and provide key support in accordance with the principle of marketization. Bank institutions are encouraged to increase their credit support to foreign trade enterprises, especially for micro, small and medium-sized foreign trade enterprises, in accordance with the principle of marketization. Banks and insurance institutions are encouraged to deepen the financing cooperation of export credit insurance policies, strengthen the financing credit increase support for micro, small and medium-sized foreign trade enterprises, and increase the financing scale of credit insurance policies. Banking institutions are encouraged to innovate and optimize foreign exchange products, improve the service capacity of grassroots banking institutions, actively increase the first exchange rate hedge account, optimize the online banking and online platform exchange rate risk avoidance module, improve the convenience of business handling, and strengthen the exchange rate hedging service for micro, small and medium-sized foreign trade enterprises through internal assessment and incentive. 9. Bank institutions are encouraged to strengthen product service innovation and provide comprehensive financial services covering RMB trade financing and settlement for foreign trade enterprises. Support banking institutions to simplify the settlement process through online verification of documents and improve the cross-border RMB settlement efficiency under the premise of compliance with laws and regulations. 十、促進(jìn)企業(yè)用好線上渠道擴(kuò)大貿(mào)易成交。加快中國(guó)進(jìn)出口商品交易會(huì)（廣交會(huì)）等展會(huì)數(shù)字化、智能化建設(shè)，加強(qiáng)與跨境電商平臺(tái)等聯(lián)動(dòng)互促，積極應(yīng)用虛擬現(xiàn)實(shí)（VR）、增強(qiáng)現(xiàn)實(shí)（AR）、大數(shù)據(jù)等技術(shù)，優(yōu)化云上展廳、虛擬展臺(tái)等展覽新模式，智能對(duì)接供采，便利企業(yè)成交。各地方、重點(diǎn)行業(yè)協(xié)會(huì)優(yōu)化創(chuàng)新線上辦展模式，聚焦重點(diǎn)國(guó)別、優(yōu)勢(shì)產(chǎn)業(yè)、特色區(qū)域打造國(guó)別展、專(zhuān)業(yè)展、特色展，幫助企業(yè)用好線上渠道獲取更多訂單。各地方積極利用外經(jīng)貿(mào)發(fā)展專(zhuān)項(xiàng)資金等相關(guān)資金，支持中小微企業(yè)以“境內(nèi)線上對(duì)口談、境外線下商品展”等方式參加境外展會(huì)。商協(xié)會(huì)、貿(mào)促機(jī)構(gòu)、駐外機(jī)構(gòu)、海外中資企業(yè)協(xié)會(huì)積極幫助組展企業(yè)和參展企業(yè)對(duì)接海外買(mǎi)家。（各地方人民政府，商務(wù)部、外交部、財(cái)政部、農(nóng)業(yè)農(nóng)村部、中國(guó)貿(mào)促會(huì)按職責(zé)分工負(fù)責(zé)）

10. 11. Encourage innovative, green and high-value-added products to develop international markets. All local departments of industry and information, commerce and traditional Chinese medicine shall support pharmaceutical enterprises to register and certify Chinese and Western pharmaceutical preparations and biological products in the countries or regions that are members of the International Conference on Harmonization of Technical Requirements for Registration of Pharmaceuticals for Human Use (ICH), the Pharmaceutical Inspection Cooperation Scheme (PIC/S) are located and the World Health Organization. 12. 十三、支持加工貿(mào)易穩(wěn)定發(fā)展。深化區(qū)域交流合作，支持勞動(dòng)密集型外貿(mào)產(chǎn)業(yè)在國(guó)內(nèi)梯度轉(zhuǎn)移、穩(wěn)定發(fā)展，保障就業(yè)崗位，助力鄉(xiāng)村振興和區(qū)域協(xié)調(diào)發(fā)展。研究將中西部和東北地區(qū)的勞動(dòng)密集型加工貿(mào)易相關(guān)產(chǎn)業(yè)納入國(guó)家鼓勵(lì)的產(chǎn)業(yè)目錄，持續(xù)引導(dǎo)加工貿(mào)易梯度轉(zhuǎn)移。支持企業(yè)在綜合保稅區(qū)內(nèi)開(kāi)展“兩頭在外”保稅維修，逐步將大型醫(yī)療設(shè)備、智能機(jī)器人等高附加值、低污染物排放產(chǎn)品納入維修產(chǎn)品目錄。探索在綜合保稅區(qū)內(nèi)開(kāi)展汽車(chē)發(fā)動(dòng)機(jī)、變速箱等產(chǎn)品保稅再制造試點(diǎn)。（各地方人民政府，商務(wù)部、國(guó)家發(fā)展改革委、工業(yè)和信息化部、財(cái)政部、生態(tài)環(huán)境部、海關(guān)總署、稅務(wù)總局按職責(zé)分工負(fù)責(zé)）

13. Support the stable development of processing trade. Deepen regional exchanges and cooperation, support the gradient transfer and stable development of labor-intensive foreign trade industries in the country, guarantee employment, and promote rural development and coordinated regional development. Study the inclusion of labor-intensive processing trade related industries in the Midwest and Northeast China into the industrial catalogue encouraged by the state to continuously guide the gradient transfer of processing trade. Support enterprises to carry out bonded maintenance of “expand raw material and international market” in the comprehensive bonded zone, and gradually include high-added and low pollutant emission products such as large-scale medical equipment and intelligent robots into the catalogue of maintenance products. Explore to carry out bonded remanufacturing pilot projects for automobile engines, gearboxes and other products within the comprehensive bonded zone.
